SECO Energy Selects DPR Construction As Construction Manager For Expansion Project

Sumterville, Fla. (March 14, 2025) – After a competitive bidding process, SECO Energy announced today that it has selected DPR Construction to serve as the Construction Manager (CM) for preconstruction services for its SECO Energy Expansion and Improvement Plan. Announced in November 2024, this five-year initiative will include the construction of an expanded headquarters building in Sumter County, along with new district operations offices in Lake, Marion, and Sumter Counties.

The expansion project, scheduled to break ground in early 2026, addresses the needs of SECO's rapidly growing service area, where membership has increased from 100,000 to over 250,000 in the past 25 years, and is currently averaging 1,500 new members per month. The project will replace aging facilities – some dating back to the 1930s and 1940s – with modern, efficient structures designed to enhance service capabilities and improve emergency response efforts to meet current and future operational needs.

“When we first announced the SECO Energy Expansion and Improvement Plan, our goal was to find a Construction Manager (CM) who not only had the experience to lead a project of this size and scope but would also elevate our project team,” said SECO Energy CEO Curtis Wynn. “DPR Construction brings proven expertise in managing complex projects, but more importantly, they will collaborate closely with our other project partners to ensure every aspect of our project is executed successfully.”

DPR Construction is a general contractor and construction manager that specializes in technically complex and sustainable projects. DPR’s portfolio includes a strong body of work in advanced technology, life sciences, healthcare, higher education, and commercial markets. DPR Construction was one of six construction companies to bid for the SECO project.

“At DPR Construction, we exist to build great things, and SECO Energy’s expansion project is a hand-in-glove fit for us,” said DPR Construction Business Unit Leader Jay Althouse. “We look forward to partnering closely with SECO’s team to bring their plans to life and help them reliably serve their customers for decades to come.”

The project team for the expansion and improvement plan also includes Gensler Tampa as the architect, Project Management Advisors, Inc. (PMA) as the owner's representative, and Bowman Consulting Group Ltd. as the civil engineer.

While SECO’s agreement with DPR Construction currently designates the firm as the CM for preconstruction services only, the contract includes an option for DPR Construction to provide construction services under a CM at Risk delivery model. Upon completion of the preconstruction phase, DPR may submit a Guaranteed Maximum Price (GMP) proposal that includes full pricing, a project schedule, and a listing of qualifications and assumptions associated with the GMP.
